It seems the cloth quartermasters are actually quests associated with various factions, and yes, you can only turn in wool or silk once with EACH faction's quartermaster, but you can do repeats on Mageweave.

Does anybody have Rep numbers for the different turn-ins? Just how much can you get from repeat Runecloth turn-ins? Comment by Thottbot At level 50 you can turn in Runecloth, and that is repeatable.
